Position Overview:
Middlesex Hospital Alliance (MHA) is seeking a full-time Quality Improvement Decision Support Specialist (QIDSS). The QIDSS reports directly to the VP Clinical Services & CNO. The successful candidate will support the development and implementation of a strong foundation for decision support and data analytics which supports the strategic goals and direction of MHA. The Quality Improvement Decision Support Specialist will provide corporate and program support in the collection, analysis, reporting, and utilization of data and information to support decision-making, performance measurement, and quality improvement. This role is strategic in nature where critical thinking and long term visionary planning is a key requirement. This candidate will be responsible for both internal and external reporting requirements and will work closely with all programs, management and the Senior Leadership team to provide timely, accurate and comprehensive data and analytics to support evidence-based decision-making. The successful candidate will lead the development of the annual Quality Improvement Plan and be the key information source for quality improvement initiatives.

Job Duties and Responsibilities:
• Develop the annual Quality Improvement Plan (QIP) for MHA working closely with interdisciplinary teams and the VP Clinical Services & CNO to identify priorities;
• Provide support in the development and proactive planning of annual operating plans, particularly with respect to program planning, indicators, measures, and evaluation;
• Provide guidance and support to programs regarding the collection, interpretation, analysis and presentation of data to improve patient care and align with best practice;
• Provide support to the Quality Committee of the Board and the Quality Utilization Management Committee specific to the utilization of metrics and data analysis
• Act as a subject matter expert in data standardization and data quality; identify data quality issues and recommend corrective and preventative action;
• Combines knowledge of patient care, informatics concepts, and change management to effectively address the information and knowledge needs of MHA to promote safe, effective, and efficient use of health information;
• Stay current with the latest quality improvement trends and tools in healthcare;
• Participate in MOHLTC, HQO, SW LHIN and Ontario Health initiatives and training opportunities regarding data management and quality improvement.
• Identifies opportunities to engage patient strategies such as patient portals, patient apps and virtual care;
• Develop reports for decision-making and impact analysis including reports for CCO, WTIS, BORN and HSAA and MSAA variance reports;
• Provide timely, accurate and reliable data to deliver outcome improvements and cost control
• Assist leadership to make meaningful decisions to achieve and sustain operational success
• Provide analytic support on the budgeting process
• Create effective working relationships with MHA personnel
• Proactively demonstrate the value of analytics by generating insightful dashboards; report and present trending information associated with program targets
Required Education, Skills and Qualifications:
• University degree in a related discipline (health administration and planning, health informatics, information management, health sciences, nursing or allied health, clinical informatics);
• Demonstrated expertise in data quality and clinical information best practices;
• Experience in health sector data management and quality improvement initiatives;
• Sound knowledge of performance improvement methodologies and techniques;
• Demonstrated proficiency in quantitative analysis and report writing skills;
• Advanced knowledge of MS office products including: Excel; Word and PowerPoint;
• Minimum of 2-3 years’ experience in data management, analysis, and evaluation in a healthcare setting
• Extensive knowledge of databases
• Proficiency in report writing
• Content knowledge and proficiency with patient information datasets and systems such as DAD, NACRS, CCRS, NRS, OMHRS, MIS and Case Costing
• Strong data reporting, analytical and presentation skills
• Demonstrated ability to establish collaborative working relationships as part of an interdisciplinary team;
• Demonstrated organizational skills and ability to prioritize workload
• Demonstrated ability to work independently, in small groups, and in team environments
• Good work and attendance record required
• Excellent communication (written and verbal), organizational, interpersonal and problem solving skills
• Ability to establish work priorities and ensure deadlines are achieved
• Demonstrated ability to interpret data and make recommendations in relation to operational efficiencies
• Demonstrated ability to effectively plan, organize and ensure completion of work in a timely manner
• Demonstrated effectiveness in identifying and analyzing situations and problems and finding viable solutions with consideration to total systems and strategies
• Demonstrated analytical and trouble shooting skills and ability to problem solve issues that may arise in carrying out the duties of this position
• Must provide vaccination records or proof of immunity against measles, mumps rubella and varicella (chicken pox)
• Must provide documentation of the Tuberculosis skin testing within the previous 12 months
